Dr. Shirley Baldwin Mushi, one of the founding partners of Phenix Attorneys, is a highly regarded legal expert specializing in natural resources, energy, and hydrocarbons projects. With a comprehensive understanding of the entire spectrum from pits to ports in the energy, mining, oil, and gas industries, she offers pragmatic and solution-focused advice to clients.

Dr. Mushi provides counsel on a wide range of matters including policy and regulatory issues, project acquisition, joint ventures, project development, infrastructure developments, operations and services, and off-take arrangements. Her expertise extends to consulting on regulatory aspects of oil, gas, and mineral resources projects in Tanzania, including local content requirements, environmental approvals, and compliance. She has also served as a legal expert and transaction lawyer in various extractive industry projects in Tanzania and other sub-Saharan African countries, including Zambia and Mozambique.

As an esteemed professional, Dr. Mushi actively contributes to the field through her roles as an instructor/lecturer at the Energy Centre of Excellence and the East Africa Energy Regulators Association. Her knowledge and insights are invaluable in shaping the energy sector in East Africa.

In addition to her legal expertise, Dr. Mushi is known for her analytical and intuitive approach, advocating for policy change and conducting research. With over 12 years of progressive experience, she specializes in promoting advocacy, facilitating collaboration between civil society organizations and government entities, participating in law reform initiatives, and promoting good governance.

Dr. Mushi holds a Bachelor of Laws (LLB) degree from Tumaini University in Tanzania, a Master’s degree (LLM) in international human rights law from the University of Cape Town in South Africa, and a Doctorate specializing in oil and gas governance, also from the University of Cape Town. She is a practicing advocate in Tanzania and a member of the Tanganyika Law Society.
